For the second time, the town of Touza in the governorate of Monastir ahead of all other municipalities with a score of 97/100. In the Grand Tunis, the municipality of M'hamdia in the governorate of Ben Arous comes first with a score of 92/100.

Within the framework of the Urban Development and Local Governance Program, a new system for transferring grants to municipalities has been developed. Under this system, the amount of the annual non-earmarked grant is calculated on the basis of a transparent, objective and fair formula. However, it is conditional on an evaluation of the performance of the communes and on the satisfaction of minimum requirements.

Thus, the communes are evaluated by the Committee of General Control of Public Services according to criteria and based on an evaluation grid that covers three areas: improvement of services rendered, participation and transparency, and improvement of resources. This is an effective and dreaded mechanism for municipalities, similar to an end-of-year exam. The dunces are deprived of a grant, not to mention the impact of their poor performance on the citizens' judgment of the municipal team's action. But as paradoxical as this may seem, some municipalities, taking advantage of the lack of visibility of such control bodies, try to disguise the truth and mislead the citizen by publishing false information on the evaluation of the performance of local authorities. Bad students always resort to cheating.

For the year 2021, it is the municipality of Touza, a city in the Tunisian Sahel attached administratively to the governorate of Monastir, which leads the ranking of the best municipalities with a score of 97/100. Chaired by Mayor Fouad Ferjani, the municipality of Touza is not at its first consecration since it has preceded all other municipalities in the general ranking in 2019.

On the national level, Cheneni Nahal (Gabes) has won the second place with a score of 96/100. In Greater Tunis, the municipality of M'Hamdia, under the governorate of Ben Arous, comes first with a score of 92/100. That of Ezouhour, governorate of Kasserine, comes in last place with a score of 34/100.
