MCA-Benin II/24th Ordinary Session of the Board of Directors: Encouraging results for a good end of execution

On September 23, 2021, MCA-Benin II held the 24th ordinary session of its Governing Board. The meeting took place at the headquarters of the Programme, under the chairmanship of the Minister of State Abdoulaye Bio Tchané, Chairman of the Board of Directors.

The 24th Ordinary Session of the Governing Board of MCA-Benin II was devoted to the detailed examination of the results through the disbursement documents of the various financial resources of the Programme for the quarter from July to September 2021. The outlook for the October to December 2021 quarter and the procurement plan for the period from October 1, 2021 to September 30, 2022 were also reviewed. The study of the report of the auditors of the accounts of Mca-Benin II for the audit period from April 1, 2019 to March 31, 2021, has also allowed participants to appreciate the quality of expenditures made by the national coordination. It was the national coordinator of Mca Benin II who had the honor of presenting the results recorded since the start of the Program. These results, in spite of the disruptions due to Covid-19, augur well for the programme. Gabriel Dégbègni also drew the attention of the Board of Directors to some challenges at this stage of the implementation of the Programme. He ended by thanking all the stakeholders of the Programme. The same feeling of gratitude was noted by the Minister of State Abdoulaye Bio Tchané, Chairman of the Governing Board.

The results

The presentation of the results by the national coordinator of Mca Benin II showed that since the start of the Programme, the commitment and disbursement rates of financial resources are respectively 86% and 48%. For the July-September 2021 quarter which is ending, the rate of commitments made is about 51%; the rate of disbursement is more than 70%, a clear improvement compared to the previous quarters. For the construction and upgrading of power lines in Cotonou and the regions, for Lot A lines (Parakou, Djougou, Natitingou and surrounding areas), the overall progress rate of the project is 87.19% compared to a forecast of 90.76%. Work on Batch B Lines (Cotonou) showed an overall progress rate of 91.48% against a forecast of 90.16%. The overall progress rate for Batch C Lines (Cotonou) is 92.39% compared to a forecast of 92.90%. For Batch A Substations (Vèdoko, Maria-Gléta, Bohicon, Parakou, Djougou, Natitingou), the overall progress rate of the Project is 43.79% against a forecast of 52.07%, i.e. a difference of - 8.28%. Batch B Posts (Centrale Akpakpa, CimBénin, Croix-Rouge and Gbèdjromédé) shows an overall progress rate of 79.43% against a forecast of 98.53%, i.e. a difference of - 19.10%. For Batch C Posts (Fidjrossè, Airport and Old Bridge), the overall progress rate is 93.77% compared to a forecast of 96.13%, i.e. a difference of -2.36%. With regard to activities relating to the construction of the National Electricity Distribution Control Centre, the overall progress rate for the IT/SCADA Dispatching component is 73.80% compared with a forecast of 91.16%, i.e. a difference of 2.36%.In terms of activities relating to the construction of the National Electricity Distribution Control Centre, the overall progress rate of the IT/SCADA Dispatching component is 73.80% compared to a forecast of 91.16%, i.e. a difference of -17.36%; while the actual progress rate of work relating to the construction of the buildings is 74.25%. Regarding the component Access to off-grid electricity, the Electricity Regulatory Authority issued the first favorable opinion for the project of Asemi on Tuesday, September 21, 2021.
