Benin/Lancement de la Lettre de Voiture Électronique au Bénin : Une innovation pour la sécurisation, la traçabilité et le suivi des marchandises
Since 2016, the Government of President Patrice TALON has made the transport sector a strategic lever for Benin's development, placing particular emphasis on improving transport infrastructure. The aim is to ensure effective, efficient and highly secure mobility for every user of Benin's logistics platform.
It was with this ongoing dynamic in mind that on Tuesday March 18, 2025, in Cotonou, the Agence Nationale des Transports Terrestres (ANaTT) officially launched the Lettre de Voiture Électronique, module 2 of the electronic freight management system commonly known as SYGFR. This digital platform enables ANaTT to issue transport permits and cards online, and to facilitate the issue of electronic consignment notes for all freight originating from the Port Autonome de Cotonou and other freight-generating centers in Benin.
The ceremony, presided over by Mr. Djamal GBIAN TABE, representing the Minister of Livelihood and Transport, in charge of Sustainable Development, was attended by a number of participants.veloppement Durable, was attended by a number of key figures from the road transport sector, as well as technical and financial partners such as Enabel Bénin, the European Union, the representative of the Burkinabe Council of Ministers and the Minister of Transport.Union, the representative of the Conseil Burkinabè des Chargeurs, the representative of the Conseil Malien des Chargeurs, the representative of the Conseil Nigérien d'utilisateurs de transport public, the presidents of the transporters' umbrella organizations, and the representative of the Director General of the Police Républicaine.
With a view to professionalizing the transport profession in Benin, ANaTT, with the support of Enabel and the backing of the European Union, has set up the SYSTRA.to set up the SYGFR, a tool par excellence for achieving the objectives of fluidity and traceability of goods transport in the Republic of Benin.
Following the welcome address by Mr Alain OROUNLA, Prefect of the Littoral region , Mr Hervé CORBEL, Project Manager - Enabel Benin, pointed out that the launch of the Electronic Waybill aims to formalize the overland freight sector in Benin. And for the Head of Cooperation at the European Union Delegation in Benin, Mr Joël NEUBERT, this launch ceremony marks a very decisive turning point in the modernization of the overland transport sector.
El Hadj OUMAROU, Coordinator of Cameroon's Bureau de Gestion du Fret Terrestre, was invited to the ceremony, and expressed his pride in the progress made by Benin in this field. He praised the initiative, highlighting the benefits it could bring to carriers and freight lessors, especially to the Port of Cotonou, a strategic hub for trade in Africa. He also took the opportunity to announce the creation of an African Alliance of Land Freight Management Organizations, to strengthen connectivity and collaboration between African countries.
After presenting an overview of the reforms undertaken since 2021 to professionalize and modernize the land transport sector, the Managing Director ofANaTT, Mr Richard DADA, said that the launch of the electronic waybill would reinforce Benin's progress towards modernization of the land transport sector. He announced that sessions would be held to enable all stakeholders to familiarize themselves with this new tool, which will lead Benin to the international electronic waybill. The General Manager of ANaTT also expressed his satisfaction with the effective launch of the Electronic Waybill. According to him, these reforms have modernized the sector and guaranteed better quality service for freight operators.
Mr. Ali Hassane BABONI, President of the Benin transporters' umbrella organization, is very satisfied, and hails an era of modernity.
"The SYGFR is a tool par excellence for achieving the objectives of fluidity and traceability in the transport of goods", emphasized Mr. Djamal GBIAN TABE, who reassured us of the availability of Minister José TONATO and the entire government to support the effective implementation of this tool, which will make Benin a model in freight management, and pave the way for more transparent, efficient and secure goods management.
The ceremony ended with the presentation of congratulatory letters to the first principals.
