Mali/Regional Forum on Security Governance in Liptako-Gourma

The Geneva Centre for Security Sector Governance (DCAF) in collaboration with Caïcedrat Group Think Tank independent and pan-African organized on Saturday 20 February 2021 at the Radisson Blu Hotel in Bamako a "Sub-Regional Forum on Security Governance in the Liptako-Gourma Region".

This high level panel was moderated by Serge Daniel Gbogbohoudada, an eminent writer and journalist, with Dr Badié Hima, Director of the Centre for International Relations, as guest speaker.sident senior NDI, the former male minister of Burkina Faso, Ouedraogo Ablassé, a politician, and Seydou Mamadou Coulibaly, engineer and entrepreneur, promoter of CIRA-Mali.

Serge Daniel Gbogbohoudada, whose debates are no longer to be presented to the public, animated his set for hours with panelists from Niger, Burkina Faso and Mali, connoisseurs of the Liptako-Gourma region. They diagnosed the underlying causes of the insecurity that prevails in these areas, an insecurity that has been growing over the years and is difficult to find a definitive solution to. Establishing the close link between security and development and good governance, the report shows the absolute necessity for a comprehensive approach to security and development.The need to coordinate actions to address the insecurity that has been ingrained for decades in these regions.

The security crisis is symptomatic of the bankruptcy of the State, Mr. Coulibaly said, a bankruptcy characterized by the poor governance of our States, which is the real catalyst of this growing insecurity. Indeed, the impoverishment of the population, a youth in need of guidance, idle, is quickly recruited by armed groups. Hence the importance for our governments to guarantee human security.

The proposed solutions include the pooling of resources and the pooling of our countries' strategies (Mali, Burkina Faso and Niger) to achieve effective results; reviewing local governance by involving the population. by ensuring the inclusion of gender in the various processes; adopting a holistic approach; and opening a frank dialogue, for our States to apply good democratic governance practices.

Let us recall that this forum has benefited from the support of the Kingdom of Denmark and aims to inform and raise awareness of the issues and challenges facing the Liptako-Gourma States by building on the role of security actors to meet the expectations of the populations.
