Benin/Commune de Kouandé: Over 233 million euros of equity capital to be raised by 2023
In accordance with the provisions of Article 37 of Law N°90-32 of December 11, 1990 establishing the Constitution of the Republic of Benin, amended by Law N°2019-40 of November 07, 2019, the Kouandé Communal Council held its public accountability hearing. This second exercise of the year was held on November 22, 2024 under the leadership of Second Deputy Mayor (Dam) Taïrou Ibrahim Baparapé. In front of a massive turnout, the mayor reviewed the achievements of the year 2023, which had just ended, and in particular the mobilization of the commune's own resources from 2021 to 2023.
According to the Dam's update, thanks to income from estate services and miscellaneous sales, taxes and other income, the local council has raised 74,106,503 Fcfa, compared with 118,091,681 Fcfa in 2022. In 2023, the commune will have raised 233,393,648 Fcfa. This major feat was achieved by the local council thanks to the commitment of Mayor Didier Kouandé-Sounon and the Executive Secretary (Se), who, as good leaders, succeeded in getting their colleagues on board.
However, Dam pointed out that, despite these very encouraging achievements, difficulties remain in the mobilization of resources, which remains the bête noire for many communes. These include the collection of the Cdl coton by Aic and Dgi, the incivism of citizens who refuse to pay taxes, fees and levies, the reforms of Anip and the lack of collectors to organize and tax collections on commercial platforms, and the low rate of issuing tax notices.
As a result, the local council has set itself a number of challenges for the current year, including control of the tax pool, a review of revenue pricing, the exploitation of other types of revenue and the creation of an exhaustive and reliable database of all local taxpayers.
The local population was delighted, and congratulated the local council on its efforts to achieve transparency in management.
