Vietnam/ACCEES project - towards a common framework to strengthen students' digital skills in Vietnam

From August 19 to 21, 2025, the Agence Universitaire de la Francophonie (AUF) and the Hô Chi Minh City University of Pedagogy (UP HCMV) co-organized a workshop dedicated to the elaboration of the Operational Development Plan (ODP) for students' digital skills, as part of the ACCEES project "Accelerating the development of the digital ecosystem in Vietnamese higher education", funded by the Erasmus+ Program.

The event brought together over 30 participants from the Vietnamese member partners of the ACCEES project, and was moderated by Professors Pascal Marquet and Najoua Mohib from the University of Strasbourg.

Ambitious objectives and strategic challenges

The aim of the workshop was to take stock of the world's repositories of digital competencies for students, analyze the specificities of each one, and identify the key issues to be addressed.the specific features of the Vietnamese Ministry of Education's "Digital Competency Framework for Learners".re of Education (Circular 02/2025/TT-BGDĐT) in international comparison, discuss the needs and conditions for a development scheme in Vietnamese universities, and co-construct a common repository to promote these skills within the project.

A rich and collaborative work program

The work program took place over three days of intensive collaborative work, beginning with a welcome from M. Cao Anh Tuan, Vice-Rector of UP HCMV, followed by an overview of the benchmarks for building a reference framework by teachers from Strasbourg, and a presentation of the Vietnamese framework by the ACCEES project secretariat. The sessions then focused on taking stock of existing practices, identifying skills areas and levels, formulating digital skills by area and level, harmonizing the POD, consolidating it and committing the partners, leading to enriching discussions.

Promising results

The workshop led to the co-development of a common repository by the Vietnamese member institutions of the ACCEES consortium, marking a key stage in the development of their students' digital skills. Discussions highlighted the challenges and opportunities specific to the local context, while drawing inspiration from international best practice, especially in Europe. The commitments made by the participating institutions pave the way for concrete implementation within the ACCEES project.
