France/Ile-de-France Region to contribute €474m to finance operation of new Île-de-France Mobilités network lines

At Thursday's plenary session of the Regional Council, the Île-de-France Region adopted the financing agreement with Île-de-France Mobilités, the departments of Île-de-France and the city of Paris, which will secure funding for the operation of the new lines between 2024 and 2031.

This protocol is the result of numerous prior discussions and consultations, such as those held at the Ile-de-France Mobilités financing conference on January 23. It follows the signature by the President of Ile-de-France Mobilités on September 26 of the protocol with the Minister for Transport, Clément Beaune.

New lines

In particular, this protocol will make it possible to finance the opening of new public transport lines, with an additional 330 km and 70 new stations by 2031 (200 km of metro with the new lines 15, 16, 17 and 18 of the Paris metro, the extension of RER E to the west as far as La Défense and Mantes, the extension of lines 11 and 14, the arrival of T12....) and continue the major investment program planned for the next ten years...

A "fair and shared" effort

It is based on a fair and shared effort between all funders, aimed at maintaining the current funding balance for public transport in the Paris region, i.e. 52.5% of operating revenues covered by tax revenues voted47.5% of operating revenue covered by contributions from local authorities and passengers, as determined by the Board of Directors of Île-de-France Mobilités.

The Ile-de-France Region, the largest local authority to finance Ile-de-France Mobilités, has undertaken to increase its statutory contribution to Ile-de-France Mobilités at the rate of inflation +2% each year over the period 2024-2028, and at the rate of inflation from 2029 to 2031.

For the Ile-de-France region, this additional effort is colossal, and will amount to 474 million euros over the 2024-2028 period (the Ile-de-France region represents 51% of the contributions made by the member local authorities of Ile-de-France Mobilités). This commitment from the local authorities will enable Ile-de-France Mobilités to guarantee a fare shield that will enable users to benefit from a moderate increase in fares...
