Morocco/INDH in Dakhla-Oued Eddahab: Positive results and promising prospects
The 3rd phase of the National Initiative for Human Development (INDH) has achieved positive results in its various programs and breathed new life into the socio-economic development of the Dakhla-Oued Eddahab region.
The INDH is continuing its efforts to consolidate the gains made since its launch on May 18, 2005 by His Majesty King Mohammed VI, and is working in the provinces of Oued Eddahab and Aousserd to reinforce the momentum gained in improving living conditions for citizens.
This INDH philosophy is illustrated by the actions and projects implemented in the region, aimed at tackling the main causes of backwardness in terms of human development.
In this vein, several projects and actions were inaugurated or launched during the 3rd phase of the INDH in the region as part of its four programs, namely "Catching up on theinfrastructure and basic social services", "Supporting people in precarious situations", "Improving income and economic inclusion for young people" and "Boosting human capital for the next generation".
A total of 349 human development projects will be carried out in Oued Eddahab province between 2019 and 2023, at an overall cost of more than 75.46 million dirhams (MDH), including a contribution of more than 57.57 MDH from INDH.
In a statement to MAP, Mohamed Lahbib Tarouzi, Acting Head of the Social Action Division (DAS) for the province of Oued Eddahab, underlined that that the program to make up for the shortfall in basic infrastructure and social services concerns five projects, mobilizing a sum of over 1.54 MDH, of which the INDH's contribution is 100%.
With regard to the program to support people in precarious situations, Mr. Tarouzi reported that 95 projects had been carried out, with a budget envelope of 28.12 MDH, to which the INDH's contribution amounted to 18.87 MDH.
There were also 205 projects relating to the income improvement and economic integration program for young people (25.90 MDH), to which the INDH contributed 18.65 MDH, he continued.
The projects relating to the program to boost the human capital of rising generations number 44, he said, pointing out that they require total funding of over 19.89 MDH, of which over 18.67 MDH is borne by INDH.
A total of 81 projects have been supported in 2019 (18.90 MDH), of which the INDH's financial contribution is estimated at 8.30 MDH, 34 projects in 2020 (over 9.51 MDH), 80 projects in 2021 (14.70 MDH), of which the INDH's contribution is estimated at 11.70 MDH.Initiative contribution of 11.43 MDH, and 73 projects in 2022 (16.04 MDH), with an INDH contribution of over 14.22 MDH, he added.
Similarly, 70 projects, mobilizing an investment of 16.27 MDH, have been completed to date for the year 2023, with a contribution of over 14.23 MDH from the INDH, he added.
INDH projects in the province of Oued Eddahab have included the establishment of a Center for the Fight against Addiction, to which the Initiative has contributed 100,000 Dhs, as part of the program to support people in precarious situations.
Supervised by the association "Al-Bachaer pour l'éducation et le développement durable", in partnership with the Comité pour le développement humain (CPDH) d'Oued Eddahab, the region's wilaya, the municipality of Dakhla and the Académie régionale de l'éducation et de la formation, this center aims to raise awareness of the dangers of addiction and to provide support and guidance to drug addicts, with a view to creating an intervention center for the management of addictions and the fight against drug addiction.
Work has also begun on the Hay El Wahda reception center, at an estimated cost of over 3.09 MDH, with INDH contributing around 300.000 Dhs for construction and equipment and 581,000 Dhs for fittings.
Piloted by the Dakhla-Oued Eddahab Regional Youth Department, for a total amount, this center, which has a capacity of over 40 beds, includes the fitting out of the reception center (kitchen, dining halls, toilets, etc.), the construction of a new swimming pool and the construction of a new swimming pool.The project involves fitting out the reception center (kitchen, dining halls, bedrooms, etc.), rehabilitating the various networks (sewerage, drinking water, electricity, etc.), and installing fire control and signalling equipment.
In addition, the Oued Eddahab CPDH has supported the regional hemodialysis center at the Hassan II Regional Hospital in Dakhla, by allocating 2.6 MDH for the purchase of 6.704 hemodialysis kits (1.86 MDH) and regular maintenance of equipment and machinery (138,000 Dhs), in addition to a management subsidy (138,000 Dhs).
With regard to the province of Aousserd, a total of 244 projects have been financed under the third phase of the INDH, during the 2019-2023 period, at a total cost of around 40.48 MDH, of which the INDH's contribution is over 35.86 MDH.
In this context, Belhaj Hafdallah, acting head of the DAS for the province of Aousserd, pointed out that an overall amount of 2.76 MDH has been allocated to six projects to make up for shortfalls in basic infrastructure and social services in the least equipped areas, benefiting 2.500 people.
With regard to the program to support people in precarious situations, Mr. Hafdallah indicated that 44 projects had been carried out for an investment of over 15.29 MDH, benefiting 1,600 beneficiaries.
Benefiting 2.439 beneficiaries, the income improvement and economic inclusion program for young people has mobilized a budget of around 12 MDH from the INDH, to ensure the financing of a number of projects.INDH, to finance 137 projects, he said, adding that the rate of completed projects is 66.66%, while that of projects in progress is estimated at 33.33%.
With regard to the program to boost the human capital of rising generations, 57 projects at a total cost of over 5.83 MDH have been carried out, involving support for maternal and child health (1 project per year), and the development of a new generation (1 project per year).health (1.68 MDH/12 projects), support for pre-school education in rural areas (over 2.14 MDH/19 projects) and school support and the fight against school wastage (over 1.63 MDH/26 projects), he added.
INDH projects in the province of Aousserd include the creation of a crèche and day-care center for children in Bir Gandouz, on behalf of the Moroccan League for Child Protection.
Costing a total of 1.78 million Moroccan dirhams, this unit comprises four rooms on four levels, a refectory, a kitchen, a multi-purpose room (psychomotricity, reading and music) and a 145 m2 play area.
In the same commune, two multi-purpose rooms and sanitary outbuildings were installed at the local social center run by Entraide Nationale, for a total budget of Dhs 601,716.
A project to build and equip a well-appointed play area at the "Marche Verte" pre-school unit, at a cost of 278,160 Dhs.
The aim of the project is to provide preschool children with a safe, high-quality play area and to develop their physical and psychological skills.
On July 27 and 28, the Aousserd CPDH organized a Moroccan-American multidisciplinary medical caravan, benefiting 400 people from the rural commune of Bir Gandouz and the El Guergarat border post.
Initiated by the Volunteer Morocco association, the Moroccan Embassy in Washington and the Fondation du Sud, in cooperation with the "Paul Chester" Foundation and the Délégation provinciale de la Santé et de la Protection sociale, this humane and supportive initiative aimed to bring medical services closer to the most disadvantaged groups in rural areas.
The INDH also donated a refrigerated truck to the Regional Department of Health and Social Protection, at an estimated cost of Dhs 660,000, with a view to bolstering healthcare provision in the province.
The acquisition of this truck is part of the program to support people in precarious situations for the year 2023, in partnership with the Aousserd CPDH and the Provincial Delegation of Health and Social Protection.
In addition, an ambulance was handed over to the Aousserd Provincial Delegation for Health and Social Protection, with a budget of Dhs492,000.
Financed by the Aousserd CPDH, this action is part of the program to make up for shortfalls in basic social infrastructure and services in the least equipped territorial areas by 2022.
The third phase of the INDH, launched by His Majesty King Mohammed VI on May 18, 2005, is in many respects a unique experiment in social and human development, both nationally and internationally. Its status as a "Chantier de Règne", benefiting from the High Solicitude of the Sovereign, and the ambition it nurtures, are the assets of its action on the ground.
Over the past few years, INDH has considerably strengthened its territorial roots and its position as a key and original social player, federator, catalyst and incubator of innovative, high-impact ideas and projects.
