France/Calendar 2023 of MEAE calls for projects in support of decentralized cooperation
In 2023, the Ministry of Europe and Foreign Affairs (MEAE) is opening several calls for projects (AAP) in support of decentralized cooperation:
General PAAs:
- Biennial generalist PAA (2023-2024): co-financing of decentralized cooperation projects that are not covered by the geographic or thematic PAAs. Project duration: 12 to 24 months;
- Biennial "Turnkey" PAA (2023-2024): open to associations of local authorities for the implementation of decentralized cooperation projects involving at least 3 local authorities. Project duration: 12 to 24 months.
Thematic PAAs:
- Youth IX (annual): support for decentralized cooperation initiatives in the field of youth and volunteerism, basic education and vocational training;
- Sport (annual): aimed at encouraging sports practices by local authorities in the run-up to the Paris 2024 Olympic and Para-Olympic Games;
- Equality between women and men (biennial): support for projects whose main objective is to combat inequality between women and men in the world. Project duration: 12 to 24 months;
- Inclusive and responsible digital technology: support for projects that promote digital accessibility, reduce the environmental impact of digital technology, and promote a protective digital environment for citizens. Launched for the first time in September 2022, this call is still open until December 28, 2022;
- Food security: New! Support to projects aiming at increasing the level of food security, through the implementation of sustainable food systems based on the territorialization of productions and short circuits;
- Heritage and decentralized cooperation: New! designed in collaboration with Sites et Cités remarquable, this PAA aims to support projects for the preservation and enhancement of built and/or natural heritage.
Geographic PAAs:
Support for decentralized cooperation projects that meet priorities shared with the partner state, which is sometimes a co-financier.
- In 2023 → Senegal; Lebanon; Tunisia; Morocco; the Palestinian territories; Mexico; Quebec;
- New! the Latin America and Caribbean region: support for projects aimed at this geographic area (except Mexico) whose main objective is resilience to climate change and citizen participation. Project duration: 12 to 24 months.

How to prepare my application?
1. consult the rules of the AAPs which present the ministry's expectations and the conditions of eligibility of projects, on the site of France Diplomatie;
2. prepare your application in advance using the Word version of the form and the Excel version for the budgetary part, which are attached to the published PAA regulations;
3. take advice from the DAECT mission officers and your correspondents in the embassies;
4. create an account on www.cncd.fr and update your data on the Atlas, which is a prerequisite for applying to our PAAs.
