France/La Sécu partners with APF France Handicap to facilitate access to rights and care

As it had already done with the Red Cross, the primary health insurance fund (CPAM) of the Aude region signed a partnership agreement with the association that supports people with disabilities.

With the observation of a "social fragility", and just as much of a "social fragility linked to the handicap" which "increases", it is a convention of partnership with a "common interest on the issue of access to rights and care" that the primary health insurance fund of Aude (CPAM) and APF France Handicap have signed this Monday, June 27. A document initialed by the director of the Social Security, Antoine Bourdon, and the director of the territorial delegation of the association Paola De La Torre, which sets the conditions for a "reinforced cooperation".

This is an asset for APF France Handicap, which is based in Aude with its delegation in Carcassonne and its branch in Narbonne, and works in four areas: accessibility, awareness, activities and social life, and finally the Handi-Droits system. This last point, as Paola De La Torre explained, aims to provide answers "to administrative and legal questions", and thus touch on "questions of access to health". This is a major issue for people with disabilities who, "isolated, find themselves weakened". Here is the interest of a partnership which, Antoine Bourdon specified, must allow the CPAM "to make itself better known".

A prerequisite for ensuring this coordination, for which the Social Security system is counting on a diagnosis of the problems encountered by people with disabilities, "in order to better prioritize our actions ", said Agnès Piteau: a diagnosis in progress thanks to the Handifaction barometer proposed by the association Handidactique. While waiting for the priorities to be better defined, the CPAM will reinforce its "proactive" approach, the "going towards", thanks to the agents of the Mission accompagnement santé (Misas), with thematic workshops on access to rights and care, and meetings by appointment, at home or at the association.

Antoine Bourdon reminded us that progress is needed on a subject that requires a "global approach", to "improve the entire care process", from the question of training for carers and social workers to the vast subject of building accessibility.
