France/Opening of the 2021 campaign for the remote declaration of Official Development Assistance of French local authorities (2020 amounts)

From tomorrow until 31 May 2021, the campaign for remote declaration of Official Development Assistance (on 2020 amounts) will be open on www.cncd.fr. This annual collection is carried out by the National Commission for Decentralized Cooperation, with the support of the Delegation for the External Action of Local Authorities (DAECT).

Who is concerned?

Ø This is a compulsory procedure for all French local authorities and their groupings, under article L.1115-6 of the General Code of Local Authorities (CGCT);

Ø It is also an essential condition for benefiting from DAECT co-financing.

What must be declared?

Ø the amounts allocated, from their own funds, to their decentralised cooperation projects and other external actions carried out in developing countries

Ø subsidies paid to local associations or NGOs (in France or in the partner country) to implement their development projects;

Ø actions to raise awareness of development, aid to refugees and support for the reception of foreign students (from countries eligible for ODA);

Ø expenditure on services and follow-up costs for these actions;

Ø amounts paid to multilateral international organisations.

How is this done?

Ø by going to the site tomorrow www.cncd.frto fill in the required data,

Ø with the help of the aids available on the France Diplomatie page dedicated to remote declaration: a practical guide and frequently asked questions are available.

Why is this important?

Ø For France, it is a question of ensuring that the efforts made by French local authorities in the field of development aid are recognised in international bodies.

Ø The results will be collected by the Ministry of the Economy, Finance and Recovery and will be analysed by the Organisation for Economic Co-operation and Development (OECD) in its section on ODA.

Ø You will also find all the annual reports on ODA from local authorities produced by the DAECT, with a view to transparency and enhancing the value of local authority action.
