DRC-Mission to support the programme of the IXth Games of La Francophonie in Kinshasa

THE BYTHIAH PROJECT (TBP), a Non-Governmental Organization (NGO), is seeking a volunteer to support the 9? Games of La Francophonie program in Kinshasa, Democratic Republic of Congo.

The Democratic Republic of Congo (DRC) will organize the 9? edition of the Games of La Francophonie from 19 to 28 August 2022 in Kinshasa. This event represents a major logistical challenge and a strong political signal. It involves hosting 4,000 young sports and artistic talents from the 88 States and governments of La Francophonie, but also demonstrates that this event can be part of a project for development and for strengthening national cohesion.
France will support this event by committing to the three themes that are at the heart of the Games: the arts, sport and the French language. A FSPI (Solidarity Fund for Innovative Projects) has been validated for implementation by the French Embassy in the DRC on the following three components:
- Support for the organization of the Games ;
- Support for the management of sports events and the practice of sports for the youth of Kinshasa;
- Promotion of culture and francophonie.
The volunteer will contribute to the implementation of this programme, under the supervision of the Cooperation and Cultural Action Department of the French Embassy in DRC and the French Institute in Kinshasa, for the implementation of the FSPI. The volunteer will also participate in the activities of the Bythiah association, partner of the Embassy in the framework of this program.

MAIN ACTIVITIES TO BE CARRIED OUT AND EXPECTED RESULTS :
1. "Strengthen the capacity of the Games organizers"
- Identify the needs, in conjunction with the National Committee of the Games, in all areas related to the organizational provisions of the specifications: security, ticketing, logistics, reception of delegations, protocol, etc. ;
- Identify the expertise that can be mobilised from the French partners;
- Ensuring the programming and logistical support for missions and training courses, in conjunction with Campus France.
Support for the management of sports events and the practice of sports for the youth of Kinshasa
- Identify the needs and opportunities, partly with the National Games Committee, but also with other institutional actors (ministries, federations) or associations (ASBLs working in the field of sport);
- Identify the expertise that can be mobilised from the French partners;
- To set up a program of activities, on the one hand in terms of training of supervisors for the practice of sports (coaches, referees...), on the other hand in terms of financial support to projects aiming at the promotion of the practice of sports for the youth of Kinshasa;
- Ensure the programming and logistical support for missions and training, in conjunction with the operator Campus France;
- Ensure the contractual follow-up with the project operators.
3 "Promotion of culture and the French-speaking world
- Support the creation of a management structure for technical equipment dedicated to the Games of La Francophonie;
- Support the creation of dedicated professional training and the creation of business incubators;
- Supporting emerging businesses, with the 2021 Games in mind
- Organise an eloquence competition in 5 universities in the DRC.
4. transversal
- Reporting at least weekly, in the form of a monitoring committee with the cooperation and cultural action department and the French Institute of Kinshasa (IFK);
- Implementation of a communication strategy around the project, in conjunction with the IFK and the communication department of the French Embassy in DRC;
- Drafting of technical and financial reports every six months, in preparation for the external evaluation that will be carried out ex-post.

MAIN PLACE OF INTERVENTION :
Kinshasa - Democratic Republic of Congo. Occasional travels in the country (Lubumbashi, Goma, Bukavu, Kisangani).

PLACE OF RESIDENCE :
Central district of Gombe, Kinshasa.
Duration of the mission: 18 months

PROFILE OF THE CANDIDATE :
DESIRED TRAINING:
Higher education in cultural management, social sciences, development or any other relevant field.

DESIRED PROFESSIONAL EXPERIENCE :
- Experience in the field of development, international solidarity.
- Knowledge of the associative, sporting or cultural environment.

MAIN SKILLS REQUIRED :
Know-how :
- Project management ;
- Budget management;
- Mastery of the Microsoft suite;
- Excellent writing skills and ability to summarize.

Soft skills:
- Good adaptability;
- Autonomy;
- Ability to work in an intercultural environment;
- Good interpersonal skills;
- Obligation of reserve and discretion

LANGUAGE REQUIRED AND LEVEL :
- French (written and spoken)

OTHER REQUIREMENTS :
Driving license strongly recommended.

CONDITIONS OF THE VSI CONTRACT :
- Status of the Volunteer for International Solidarity (law of 2005);
- Installation allowance and resettlement allowance on return;
- Monthly subsistence allowance: this allowance does not have the character of a salary or remuneration, and allows to accomplish the mission in decent living conditions;
- Social security coverage (complementary mutual insurance, repatriation insurance, old age insurance)
- Provision of accommodation;
- Travel expenses to and from the place of residence and the place of assignment.
