The aim of this training session is to build the capacities of local councillors, technical managers and managers of decentralized government services supporting the commune, in particular the Communal Treasury and the Auxiliary Tax Receiver, in order to better meet the expectations of the people of Grand Popo and optimize good governance practices.
The ambition is clear. The aim is to strengthen the capacities of local councillors, equipping them to better understand local development issues and to truly master their missions as representatives of citizens in the decision-making and management bodies of the commune.of technical executives, so that they fully integrate their role in democratic management and make an effective contribution to the realization of commune projects; review and adapt commune council by-laws, incorporating operating rules conducive to inclusive and effective local governance.
"Decentralization cannot achieve its objectives without a strong commitment on the part of local players and a thorough mastery of the tools of governance," stressed the mayor of Grand Popo in his address. The participants began by reflecting on key themes, notably the impact of decentralization reform on the mission of elected representatives and communal executives, with particular emphasis on the importance of accountability sessions; the mission of representing citizens: challenges and prospects for communal councillors, a theme that generated rich and constructive exchanges.
The first day laid the foundations for closer collaboration between elected representatives and technical staff, while identifying the major challenges and possible solutions to be explored.
