French Polynesia/Moorea: a priority development zone and sustainable development project on several sites

On the proposal of the Minister of Housing and Urban Development, the Council of Ministers has validated today the draft decree creating the strategic orientation committee (COS) for the elaboration of the project of priority development area and sustainable development of the commune of Moorea-Maiao.

This approach is in line with the French Polynesia General Development Scheme (SAGE) which recognized that one tourist out of two visiting French Polynesia stays in the commune of Moorea-Maiao.

Thus, with a strong potential for economic development and the presence of large tourist real estate complexes to be developed, it is planned to create a priority development zone and sustainable development on various sites in the commune. The development, construction and operation of tourist hotels, facilities, housing and leisure activities are planned for the following sites

• The beach of Tahiamanu for tourism;
• The port of Vaiare for the development of its port activities and the development of a public beach;
• The airport for the development of industry and services;
• The golf site for the development of tourism and housing;
• Cook's Bay for tourism development;
• The bottom of Cook Bay in Paopao for tourism and agricultural development;
• The bottom of Opunohu Bay in Papetoai for the development of tourism, agriculture and research;
• The former Club Med and degraded hotel sites located in Haapiti for the development of tourism and tourist activities.

The objective is to achieve a harmonious development of the commune, while preserving the quality of life of its population and its cultural and natural heritage.

The Strategic Orientation Committee (COS) gives its opinion on the destination of the development zones and the investment programs carried out by the public authorities and the players in the field.The Strategic Orientation Committee (COS) gives its opinion on the destination of the development zones and the investment programs carried out by the public authorities and the private actors, with a view to the elaboration of the development project of priority zone and sustainable development of the commune of Moorea-Maiao. The strategic committee can resort to external organizations or firms in charge of the consultation between the local elected officials and the population as well as for the realization of all useful studies.

This tool of exchange and consultation is a joint representation composed of :

• Seven members of the government ;
• Seven members of the municipal council of the commune of Moorea-Maiao;
• Seven members of the civil society of Moorea and Maiao.

The decree adopted by the Council of Ministers details the composition, the missions, and the organization of this committee, the Directorate of Construction and Development being in charge of its secretariat. The seven members of the municipal council and the seven representatives of civil society were appointed on April 28, 2022 by deliberation of the municipal council of the municipality.
