Chad: signing of a consultation framework and a joint decree between the central mayor's office and the communes
In N'Djamena, the mayor of the city of N'Djamena, Senoussi Hassana Abdoulaye, and the mayors of the ten arrondissement communes signed a Cadre de concertation et de collaboration (CCC), as well as a joint decree.
This ceremony, organized to mark a new stage in local governance, is intended to put an end to the institutional divisions that have been holding back the capital's development, and to establish more unified, transparent and supportive management at the service of the population.
For many years, relations between the city council and the district councils have been marked by tensions and a lack of coordination. This situation, often denounced by residents and observers alike, was a major obstacle to the implementation of coherent and effective development projects for the capital.
With the signing of the CCC and the joint decree, a decisive step has been taken to overcome these obstacles. The Framework for Concerted Action and Collaboration and the Joint Order establish unprecedented mechanisms for reinforcing the synergy of actions.
The Agora des communes, a monthly forum for dialogue and decision-making, will enable elected representatives to compare points of view and develop common strategies. A fair and transparent sharing of financial resources is also planned, as is the creation of joint commissions to strengthen collection and reduce losses.
The distribution of human and technical resources will be rethought to optimize the efficiency of municipal action. These reforms reflect the municipal authorities' determination to break with past practices and establish modern governance based on responsibility and solidarity.
In formalizing this approach, local elected officials are demonstrating their determination to work hand in hand to build a capital that lives up to the aspirations of its inhabitants. "We have chosen unity rather than division, synergy rather than fragmentation, responsibility and transparency in the service of our populations", declared the mayor of N'Djamena, Senoussi Hassana Abdoulaye, in his speech.
The signing of the CCC and the joint decree represents much more than a simple administrative act. It symbolizes a shared determination to write a new page for N'Djamena, where cooperation between the various communes will be the driving force behind sustainable, inclusive and harmonious development.
This turning point paves the way for more participative and efficient governance, capable of responding coherently and responsively to the challenges facing the Chadian capital.
