Togo: the WACA project and the University of Lomé join forces to attract more climate financing

In Lomé, the West Africa Coastal Areas Resilience Investment Project (WACA-ResIP) aims to work in synergy with the University of Lomé to strengthen Togo's access to climate financing.

This rapprochement is the subject of a series of workshops, initiated on Monday June 16, 2025, which aims to train around thirty executives from key ministries in the development of bankable projects for windows such as the GEF (Global Environment Facility), the GCF (Green Climate Fund) and the Adaptation Fund.The aim is to train some thirty executives from key ministries to develop bankable projects for windows such as the GEF (Global Environment Facility), the GCF (Green Climate Fund) and the Adaptation Fund.

For the World Bank, which supports the WACA project and was represented at the meeting by Koffi Hounkpè, "this approach should enable us to design transformative projects adapted to local realities". The hope is to eventually move away from fragmented financing and move the country towards structuring projects.

For his part, Professor Adama Kpodar, President of the University of Lomé, insists: "The University must become a strategic lever in the formulation of relevant climate projects and in strengthening national leadership in international negotiations ".

As a reminder, the WACA ResIP project works to strengthen the resilience of coastal communities to natural and man-made hazards in six West African countries, including Togo. Through an integrated approach combining physical investment, institutional support and regional cooperation, it aims to protect vulnerable coastal areas. In Togo, the project, worth a total of USD 55.5 million, targets some 200,000 beneficiaries. After a first phase completed in 2024, WACA has obtained a two-year extension thanks to additional funding from the French Development Agency (AFD).
