Morocco/Presentation in Geneva of the "Vigirisque Inondations" pilot system, an integrated aid to flood risk management in Morocco
"Vigirisque Inondations", an integrated system aimed at improving flood risk management in Morocco, was highlighted at the 8th session of the Global Platform for Disaster Risk Reduction (GP2025), which runs until June 6 in Geneva.
Financed by the Fonds spécial de Lutte contre les effets des Catastrophes naturelles (FLCN) and piloted by the Direction de la Gestion des Risques naturels of the Ministry of the Interior, this pilot project is part of an overall drive to strengthen national forecasting, monitoring and warning capabilities in Morocco.Intérieur, this pilot project is part of an overall drive to strengthen national forecasting, monitoring and warning capacities in Morocco.
This system reflects the Kingdom's particular and ongoing interest in the development of early warning, in line with the UN's "Early Warning for All" initiative.Early Warning for All" (EW4All) initiative, which aims to ensure that every person on Earth is protected against hazardous weather, water and climate events by 2027.
The implementation of the system's pilot phase was based on the significant advances made upstream, and which continue to be consolidated by all the players involved, said M. Achraf Hadine, Head of the Centre National de Prévision des Risques, part of the Direction de la Gestion des Risques Naturels, in his presentation of the project as part of the "Ignate Stage" session, a space dedicated to sharing innovative experiences in disaster risk reduction on the bangs of GP2025.
It should be noted that the Vigirisque Inondations system has been implemented, in a first phase, in four pilot areas representing different flooding issues: the city of Mohammedia, the Ourika valley, the Gharb plain and the Saharan zone of Guelmim, with the aim of testing its operationality in contrasting flooding contexts, before gradually extending it to other priority areas.
It is structured around a national center and operational provincial centers, which will monitor the risk of flooding and support emergency response authorities in implementing preventive actions in the field.
This flood risk management tool was developed in close collaboration with the Direction Générale de la Méteorology (DGM), the Directorate of Research and Water Planning (DRPE), as well as the four Hydraulic Basin Agencies and provinces to which the pilot areas belong.
It should be noted that the World Bank (WB) has stated on several occasions that Morocco has become a pioneer and a source of inspiration in this field, to the extent that the WB is actively helping other countries in the region, notably Tunisia and Mozambique, to replicate the lessons learned from the Moroccan experience.
Organized jointly by the United Nations Office for Disaster Reduction (UNDRR) and the Swiss government, GP2025 brings together over 4.000 representatives from governments, international organizations, the private sector, academia and NGOs to accelerate the implementation of the Sendai Framework for Action 2015-2030 to reduce disaster risk and build community resilience.
Morocco is represented at the event by a multi-stakeholder delegation led by Governor Abdallah Abdallah, Director of Natural Risk Management at the Ministry of the Interior.re de l'Intérieur, Abdallah Nassif, and representing several departments and institutions concerned by the theme.
Morocco's participation in this platform reflects the Kingdom's keen interest, under the leadership of His Majesty King Mohammed VI, may God assist him, in efforts to resilience and disaster risk management, reflecting the Kingdom's ongoing commitment to international cooperation and the exchange and sharing of experience in this field.
