Burkina/Fight against corruption: Administrative control bodies harmonize their actions for greater efficiency

The annual session of the Cadre de concertation des organes de contrôle de l'ordre administratif opened this Monday, February 10, 2025 in Ouagadougou, for a five-day meeting. Chaired by State Comptroller General Lassané Compaoré, the theme of the meeting is "The role and responsibility of administrative supervisory bodies in the operation of the dysfunction regulation commission". This strategic choice is part of the drive to improve public management and strengthen control mechanisms.

Created by decree n°2011-700/PRES/PM of September 26, 2011, the Cadre de concertation des organes de contrôle de l'ordre administratif aims to coordinate the actions of the various control structures, harmonize their methods of intervention and promote the application of international audit and control standards.harmonize their methods of intervention and promote the application of international auditing and control standards. Through their reflections on the theme chosen for this annual session, participants intend to optimize coverage of public entities and strengthen synergy between regulatory players.

State Comptroller General Lassané Compaoré reminded participants that the essential mission of control bodies is to ensure the integrity of the administrative system. "They are not limited to auditing and writing reports. They guarantee the proper functioning of institutions in compliance with the laws and regulations in force", he stressed.

Five days of exchanges on crucial themes

Over five days, participants will have the opportunity to delve into several key themes. A presentation by the Malfunction Regulation Commission will open the session, detailing the specific responsibilities of control bodies. This will be followed by discussions.
Discussions will focus in particular on the characterization and documentation of mismanagement. According to the State Comptroller General, this is essential to identify and document administrative and financial errors, thus facilitating the application of the sanctions provided for in Organic Law no. 014-2000/AN of May 16, 2000 on the Court of Audit.

Secondly, on causal analysis tools and techniques. These methods make it possible, he adds, to go beyond the symptoms to identify the root causes of institutional dysfunctions and propose lasting solutions.
The financial and disciplinary liability of public officials will also be discussed. "This is a lever in the fight against corruption and bad practices, by making managers accountable for their actions and their consequences," says Lassané Compaoré.

Added to this is the monitoring of the implementation of recommendations resulting from audit and control reports. "This is often a weak link in the control process, but it is crucial to ensuring the effectiveness of corrective measures. In fact, the President of Faso, Captain Ibrahim Traoré, has issued directives to reinforce this follow-up," confided the State Comptroller General.

A dynamic of transparency and accountability

"During these five days of work, participants will take stock of activities carried out in 2024 and define the outlook for 2025. A self-criticism of practices will also be carried out to identify successes and weaknesses, with a view to improving the effectiveness of control bodies. Consideration will be given to the contribution of these structures to the functioning of the commission for the settlement of administrative malfunctions, in order to guarantee optimum synergy of action", explained the head of the ASCE-LC audit and control department, Adama Paré.

Regarding the fight against corruption, Adama Paré reminds us that it is a long-term battle that cannot be waged by control bodies alone. He insists on collective responsibility, calling on every citizen to report bad practices to the competent authorities.

Through these exchanges, the supervisory bodies are committed to strengthening their practices with a view to a more efficient and responsible administration. Lassané Compaoré insisted on the importance of consultation to guarantee a real impact of the actions undertaken. "Each of the themes addressed is intrinsically linked to auditing, control and the fight against corruption. In-depth reflection will strengthen the national chain of transparency and integrity players", he asserted.

In closing his speech, the State Comptroller General urged participants to invest themselves fully in the work, so that the conclusions would lead to operational and applicable recommendations. "In the name of our integrity, let's fight corruption", he concluded, calling for more rigorous and ethical management of public resources.

This annual session of the Cadre de concertation des organes de contrôle de l'ordre administratif promises to be a key moment for strengthening coordination and improving the effectiveness of regulatory mechanisms. The ensuing conclusions are expected to give fresh impetus to public governance in Burkina Faso.
