Thursday's adoption by the Council of Government of draft decree no. 2.23.1195 on the status of scientific attachés at the Ministry of Health and Social Protection is an important step towards improving the situation of this professional category, says the Ministry of Health and Social Protection in a press release.

This initiative is part of the Ministry's policy to develop human resources, an essential pillar of the ambitious Chantier Royal de réforme et de réhabilitation du système national de santé, in line with the government's programmethe government's 2021-2026 program, which focuses on motivating the country's human capital, and in application of the results of the social dialogue agreements signed between the Ministry and the various social partners, notably the February 24, 2022 agreement, stresses the Ministry.

The decree, which is the fruit of fruitful social dialogue, is an important step in the improvement of the status of scientific attachés, given that it includes new incentives to encourage the development of their skills. it includes new material and professional incentives reflecting recognition of the importance of this category and its essential role in the system.

This text, which comes in response to the demands made by medical assistants within the Ministry, aims to rehabilitate this category by changing its name to "scientific attachés" and improving their working conditions.s scientifiques" (scientific attachés) and improve the status of this corps, which has remained unchanged since 1993, by approving an increase in net salary with retroactive effect from January 1, 2023, divided into 3 tranches.

The decree establishes the status of scientific attachés under the authority of the Ministry of Health, and defines their duties, recruitment and promotion conditions, as well as a compensation scheme for supervision and research in return for the tasks they perform.

The Ministry notes that this text reflects the government's firm commitment to establishing the social dialogue mechanism on the basis of a participatory approach that fosters communication with the various social partners, and a serious, constructive and responsible dialogue to find solutions for improving the professional and social conditions of health professionals.The aim is to find solutions to improve the professional and social conditions of healthcare professionals, and to launch a genuine reform of the national healthcare system, in line with the objectives of the Royal Grand Chantier on the generalization of social protection.

The number of scientific attachés who will benefit from the new status when this decree comes into force is around563, working in the Ministry of Health and Social Protection and in the public establishments under its supervision, concludes the press release.
