Demba Diop Sy underlined the "great leap forward on all levels" that the Advisory Board is called upon to play in the development of the Tivaouane commune.

According to Abdou Aziz Diop, former deputy national coordinator of the Civil Forum and member of the Consultative Council, it is "a way of articulating representative democracy and participatory democracy and to establish good local governance, with a number of major principles, including participation, equity, effectiveness and efficiency, transparency and accountability".

The structure will be coordinated by Elhadji Malick Sarr, former Managing Director of the Agence nationale d'insertion et de développement agricole (Anida).

He underscored the "visionary" nature of the mayor of Tivaouane, who has chosen "high-profile personalitieswho have a wide range of experience in Senegal, Africa, Europe and Asia".

"It's a great innovation to bring together, alongside the City Council, intelligent people like these engineers, doctors, pharmacists and experts", he commented.

He hopes that "all this human capital, all these legitimacies and skills, will pool their different resources and engineering for the sole benefit of Tiva.nierie au seul bénéfice de Tivaouane", to make it a "pole of religious development".

"The consultative council will complement the municipal council and issue informed opinions, but the deliberative body remains the municipal council, which was elected by the people of Tivaouane", said Mr. Sarr.

"It is not just another municipal council, given its predominantly apolitical composition, and its well-defined and well-defined missions," he added.

The members of the advisory board's mission, he said, is to "build a futuristic vision that will benefit the sole future of Tivaouane" and prepare the religious city, which in a few years' time will be the "only city in Senegal at the crossroads of two major highways: Ila-Touba and Dakar-St. Louis".

"The Tivaouane Consultative Council will strive to provide informed, objective and constructive technical advice on all issues relating to good governance and local development for a Tivaouane of the future, rethought but a city with a human dimension", says its coordinator.

Elhadji Malick Sarr points out that this body can call on the services of any resource person whose expertise it requires.

He insisted on the need to anticipate the inconveniences that this connection between two freeways will cause inside Tivaouane.

He also stressed the importance of designing the Tivaouane of tomorrow with its interland, through a relationship between the rural and the urban, taking into account its role as the capital of Senegal's first mining departement, and taking into account its role as the capital of Senegal's first mining departement, and taking into account its role as the capital of Senegal's first mining departement.partement minier du Sénégal, its other comparative advantages in agriculture and market gardening, and the two highways that will make the city a supply hub.

According to Elhadji Malick Sarr, this work has been entrusted to "actors well versed in local development issues, land use planning and local development".
