Togo: FCFA 10 billion for the Local Authorities Support Fund in 2025

In 2025, the Fonds d'appui aux collectivités territoriales (FACT) will see its allocation increased to 10 billion FCFA, according to details of the 2025 Finance Act, whose overall budget stands at 2397 billion FCFA. This allocation represents a significant 42% increase on the previous year, when it was set at 7 billion FCFA.

This significant increase in the funds allocated to FACT comes after a monitoring mission carried out at the end of 2024 to assess the investments made by the communes with the 2023 allocations. This follow-up verified the conformity of documents relating to the awarding of contracts for these investments. According to the Ministry of Regional Planning and Development, the conclusions of this mission should help reinforce the government's determination to step up its financial support for local authorities.

The increase is also part of a government strategy to boost the resources and capacities of local authorities, while offsetting a planned reduction in investment subsidies provided by technical and financial partners between 2023 and 2026.

In parallel with FACT, the State continues to provide direct support to local authorities through current transfers and targeted investments. According to the Faîtière des communes du Togo (FCT), between 2020 and 2024, more than 30 billion FCFA have been released for Togolese communes, enabling them to better meet the needs of the population and play a driving role in local development.

These funds, divided between the country's 117 communes, are intended to support them in their transition towards more autonomous and sustainable management. With this in mind, the communes are relying on communal development plans to guide their actions and diversify their sources of funding. This process is fully in line with the objectives of decentralization, enabling local authorities to gradually strengthen their financial equilibrium and their ability to manage their resources optimally.
