France/ NOTE TO TERRITORIAL AUTHORITIES: Provisional timetable for calls for projects 2025
The Délégation pour les collectivités territoriales et la société civile (DCTCIV) of the French Ministry of Europe and Foreign Affairs has published its provisional calendar of calls for projects in support of decentralized cooperation for the year 2025.

New rules for calls for projects :
Amount of co-financing
The co-financing granted by the DCTCIV can be :
- Up to 70% of total project costs for projects with least developed countries (LDCs);
- Up to 50% of total project costs for projects with other countries eligible for official development assistance (ODA ) (excluding LDCs).
- Up to 30% of total project cost, for projects with countries not eligible for official development assistance (ODA).
In the case of multi-country projects, CTFs can choose between applying these different maximum co-financing rates to each part of the project, depending on the country concerned, or applying a single rate of 60% to the whole project.
French local authorities must contribute a minimum of 10% of the overall project budget. Their development expenses, in particular those relating to the salaries of the territorial agents of the CTFs, may not exceed 50% of their total contribution (cash + development) to the project.
The DCTCIV does not valorize any component of its support. It is paid exclusively in cash.
The foreign partner local authority will be expected to make a contribution commensurate with its resources, and to seek support from the authorities of the partner state or from the private sector whenever possible.
DCTCIV co-financing is paid in annual instalments according to the breakdown in the project budget. An interim technical and financial report must be produced in order to obtain the following grant tranche
For the final tranche, 80% of the grant will be paid. The final 20% will be paid on receipt of the final technical and financial report.
