Vietnam and France strengthen cooperation in the transport sector
The Vietnamese Minister of Transport, Nguyên Van Thang, and the Executive Director in charge of Geographies at Agence Française de Développement (AFD), Philippe Orliange, have signed a memorandum of understanding for cooperation in the transport sector.
As part of the working tour by Party General Secretary and President Tô Lâm to attend the XIXth Francophonie Summit and make an official visit to France from October 3 to 7, Vietnamese Transport Minister Nguyên Van Thang and AFD Executive Director Philippe Orliange signed a memorandum of understanding in the field of transport.n Van Thang, and AFD's Executive Director in charge of Geographies, Philippe Orliange, signed a memorandum of understanding for cooperation in the transport sector.
Under the terms of the MoU, the two parties plan to cooperate in rail, sea and river transport; in planning work to facilitate the energy transition, reduce emissions, strengthen resilience and adaptation to climate change; and in the implementation of the Green Energy Transition Action Plan, reducing carbon and methane emissions in the transport sector.
Speaking at the event, Minister Nguyên Van Thang said that this was an area to which Vietnam was paying great attention in order to meet its commitments made at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21) and COP26 in the transport sector.
According to him, Vietnam and France established diplomatic relations in 1973, and in 2013 they signed the Joint Declaration on Strategic Partnership. France is currently Vietnam's4th largest European trading partner. The transport sector is also one of the priorities that Vietnam and France have jointly promoted for many years, whether in aviation, rail, maritime or road transport.
In the rail sector in particular, the two countries have completed several projects, such as the signaling and telecommunications network for the Hanoi-Vinh section, implemented by the Alstom Group.implemented by the Alstom Group and its Vietnamese partners, as well as the project to rehabilitate and increase capacity on the Yên Viên - Lào Cai line, co-financed by the Asian Development Bank and France.
Currently, the two parties are coordinating the implementation of the Nhôn - Hanoi Station metro line project, financed by AFD loans.
Further progress in bilateral relations
With regard to the project to rehabilitate and modernize the Hanoi - Hai Phong railroad line, Minister Nguyên Van Thang indicated that his ministry had proposed to the French Embassy in Vietnam and to the AFD that the project be carried out in partnership. the French Embassy in Vietnam and AFD to examine the possibility of providing technical assistance in drawing up the feasibility study report.
For his part, Philippe Orliange saw the signing of the memorandum of understanding between AFD and the Vietnamese Ministry of Transport as a further step towards strengthening the dynamic relationship between France and Vietnam, and between the two agencies in particular. They will be working rapidly with the AFD office in Hanoi to implement this MOU as soon as possible.
He also shared his willingness to share his experience and provide loans to Vietnam for the construction and development of high-speed rail lines.
