Morocco/Signing of a partnership agreement between the EESC, the General Directorate of Local Authorities and the WARC
The Economic, Social and Environmental Council (EESC), the General Directorate of Local Authorities and the Association of Regions of Morocco (ARM), signed Thursday, a cooperation and partnership agreement.
This convention, signed during the works of the 144th ordinary session of the General Assembly of the EESC, under the presidency of Ahmed Réda Chami, aims to establish a general framework of reference for cooperation, partnership, consultation, coordination and exchange of expertise to support regional action, enable the regions of the Kingdom to develop theirexpertise in order to accompany the regional action, to enable the regions of the Kingdom to develop their performance in the field of consolidation of the values of participatory democracy in the management of regional affairs and regional sustainable development projects, said a statement of the EESC.

This agreement also includes a call by the Council, in the framework of the implementation of its self-referral mechanism, to carry out studies related to issues and topics related to advanced regionalization, common issues between regions and regional sustainable development, as well as to the development of the regional economy.The Council's role is to implement its self-referral mechanism, to carry out studies on issues and topics related to advanced regionalization, common challenges between regions and regional sustainable development, as well as the implementation of participatory democracy mechanisms by giving them special importance in the Council's program of activities, in compliance with the provisions of the organic law on the Council and its internal regime.
Speaking on this occasion, the President of the EESC considered that the signing of this agreement is the culmination of several years of cooperation and joint work between the three parties, which will strengthen the positive and fruitful interaction between these institutions.
For her part, the President of the WARC, Mbarka Bouaida, stressed that this cooperation will boost the work of advisory bodies created within the regional councils by strengthening their capacity, their composition and their support.
For his part, the representative of the Directorate General of Local Government, Governor Abdelouahab Jabri, said that this agreement embodies the convergence between the three institutions that share the common goal of promoting the values of participatory democracy and citizen contribution.
In addition, this session was marked by the presentation of a paper by the President of the National Forum of probity, prevention and fight against corruption.vention and the fight against corruption (INPPLC), Bachir Rachdi, on "the reality of corruption in Morocco and the prospects for fighting this phenomenon," noted the release.
In his presentation, Mr. Rachdi stressed that corruption is one of the most important obstacles that prevent the release of energies and allow countries to achieve a solid, integrated and sustainable development.
He added that the INPPLC is now convinced of the need to move to a new era of prevention and fight against corruption in the Kingdom, through the adoption of strategic guidelines for the fight against corruption. through the adoption of ambitious and bold strategic guidelines for the State policy in this area, which are credible, integrated, convergent and consistent.
As a result, he continued, Law No. 113.12 has been replaced by Law No. 46.19 which is more compatible with the text and spirit of the Constitution and with the requirements of the Kingdom in terms of enshrining the values of transparency, good governance and the fight against all forms of corruption, on the way to creating a solid foundation for a strong, integrated and sustainable development, noting that the law is not only in line with the Constitution, but also with the requirements of the Kingdom.Among the important points stipulated by the law are the broadening of the concept of corruption and the addition of new expanded tasks within the Forum, accompanied by mechanisms that ensure consistency and efficiency.
In this regard, Mr. Bachir Rachdi said that the Forum has structured its action through 6 axes that consist in deepening the objective knowledge of the phenomenon of corruption, the establishment of mechanisms and indicators to measure its evolution, legal vigilance, the protection of the environment and the fight against corruption.These axes consist in the deepening of the objective knowledge of the phenomenon of corruption, the setting up of mechanisms and indicators to measure its evolution, the legal vigilance, the monitoring of the compatibility of the national legislation with the ratified international agreements, the proposal of strategic orientations and the follow-up of the State policy in terms of prevention and fight against corruption.
