The departmental associations of rural mayors were recently received at the Hôtel de région in Caen by President Hervé Morin. This was the first meeting of its kind and the discussions focused on the Climate and Resilience Law. The heads of the rural mayors' associations(Laurence Bussières for the Eure, Hubert Lefevre for the Manche and François Carbonell for the Orne) did not hide their concerns about the implementation of this plan.even though we are reassured to know that it is the Region and its elected officials who are in charge. They know our territories and know the importance of finding a balance between rural areas and the major centres of Normandy," they said.

A threshold of 20,000 inhabitants per EPCI

Hervé Morin also recalled "that the territorialization of the objectives of this law will be done at the level of the Scot (for territories that have one) or the EPCI (Public Establishments of Intercommunal Cooperation), provided that they have a minimum population.

We have retained the threshold of 20,000 inhabitants per EPCI. Thus, it is the selected communities that will apply this territorialization. Hence the importance of having tools (PLUI) in each territory to accompany these new rules.
