Algeria/Oran: relaunch of social housing distribution operations
The housing sector has recently experienced a revival of the distribution of social housing, including the formula points in the daira of Oran, while rehousing operations have been implemented in several municipalities in the wilaya.
The holders of files to points have carved the lion's share of housing allocated during the past year, with 6,331 of the 15,071 public rental housing.
The housing formula points were distributed over three sites, namely Oued Tlat (3,431), the locality of Ain El Beida in the town of Es-Senia (2,000) and the neighborhood El-Barki in the capital of wilaya (900).
The head of housing at the local directorate of Housing, Soudani Noureddine, told the APS that the delay in the distribution of housing formula points is due mainly to the unavailability of land in the daira of Oran, having forced the local authorities to locate these projects at the new urban center of Oued Tlelat and in the locality of Ain El Beida.
"Other quotas of public rental housing will be distributed in the coming years to holders of files to points of the daira of Oran, in order to meet the demands recorded in the new urban centers, whether in the town of Oued Tlelat or in that of Bir El-Djir, "he said.
Among the largest rehousing operations recorded in the wilaya of Oran in 2022, the official cited that which benefited 1.111 families residing in the city 500 housing "Batimate Talyan" in the neighborhood Es-Seddikia and were relocated to the site 1,201 public rental housing located in the neighborhood "Pépinière" in the town of Bir El-Djir.
The new housing site, consisting of buildings from 5 to 9 floors, is equipped with all amenities, including green spaces and playgrounds.
This project, it was recalled, has been delayed due in particular to the termination of contracts with two companies and their replacement by seven contractors to accelerate the pace of completion of work, strengthening the sites and working 24 hours a day to deliver housing on time.
As part of the eradication of slums in the wilaya of Oran, 1.087 families who lived in the slum "CUMO" and 665 other families in the slum "Sbika" in the town of Es-Senia have been relocated in public rental housing type F3 in Bethioua and Oued Tlléat.
It was also rehoused 117 families squatting in the slum "placette" (town of Es-Senia), 27 families of the slum Emir Abdelkader (Es-Seddikia) and 178 families in Douar "El Flalis" opposite the Olympic complex Hadefi Miloud in the town of Bir El-Djir, in decent housing at the two urban centers of Belgaïd (Bir El-Djir) and Oued Tlléat.
The local authorities had reported preparations underway for the rehousing of the inhabitants of 34 precarious buildings at the level of the capital of wilaya, in order to recover land to create recreational areas.
About 4,000 public rental housing were also distributed in 2022 in the various municipalities of the wilaya.
Several distribution operations and implementation projects
The housing distribution operation during the year 2022 was not limited to the formula of public rental housing, but also concerned other formulas, including the lease-sale (AADL), housing assisted promotion (LPA) and rural housing, with a total of more than 3,700 units.
3,025 rental-sale housing units were distributed at the new urban pole Ahmed Zabana under the municipality of Misserghine, which houses 32,000 units, and 461 LPA, most of which are located in the urban pole of Belgaïd municipality of Bir El-Djir Bir and in the municipality of Gdyel, in addition to 241 aids to rural housing.
In addition, 3,500 AADL housing will be built soon in the new urban pole Ahmed Zabana. The implementation companies have been designated, the sites installed and the deadlines set at 24 months at the latest, it was indicated.
It is also planned to launch the work of 200 housing assisted (participatory) in the town of Es-Senia. A land base of an area of over 17 hectares was recovered for this purpose following the rehousing of residents of the slum "CUMO" in Bethioua. Studies are underway and the project will be carried out by the Office of Real Estate Development and Management (OPGI) and the Real Estate Agency.
In addition, a project for the realization of 4,500 assisted promotional housing was launched after the lifting of the freeze.
