There are not enough places to accommodate severely disabled people in Wallonia. Walloon Brabant is no exception to the rule. So citizens are mobilizing to create small adapted structures. One of them was inaugurated this Monday 28 November in the heart of Louvain-la-Neuve.

The house is called Domisum. It is a building that pre-existed the university campus. The building is inaugurated this Monday. Six adults with severe disabilities will live there together from March 2023.

A citizen project

It is a white house placed at the corner of the park of the source and the green Way. Purchased in 2013 by a few citizens, including Yvette Norré: "we were all touched in one way or another by the situation of disabled people who could not find a suitable place to live. So we created it ourselves, little by little. But we don't know who will live here. That's not our responsibility. What we would like is for the future residents - whoever they may be - to find a bubble of serenity here, to grow up and feel loved."

The renovation and compliance work on this building, which existed before the creation of the university campus, was very expensive. The collective, united as a non-profit organization, has raised hundreds of thousands of euros.

The necessary backing of an approved structure

The realization of the real estate project constitutes the "easiest" aspect of the project. The building inaugurated on November 28, 2022 will soon welcome 6 to 7 people in a situation of great dependence. It will be necessary to finance 8 full-time equivalents. "It is impossible for a small structure like ours. The public must take responsibility", continues Sylvette Norré.

A mechanism exists, well known to people with severe disabilities. Private initiatives must be backed by an institution that has been approved to receive disabled people. In this case, it will be Horizons Neufs, which welcomes about sixty residents in Walloon Brabant. And that's not all: to remedy the lack of capacity at the Walloon level, the AVIQ (Agency for Quality Life) subsidizes the beneficiaries via the nominative agreement mechanism. In short, the grant is directly linked to a person.

The indicators are green, but theASBL Domisum is still waiting for confirmation of the granting of the nominative conventions.
