Guinea/Conakry: Presentation of the pilot project to improve the Guinean civil status system

As a prelude to African Civil Status Day, celebrated on August 10, the Ministry of Territorial Administration and Decentralization presented its project to digitize the Guinean civil status system during a press conference held in a hotel in Conakry on Monday, August 8, 2022.

Financed by the European Union with technical support from Enabel, this pilot project to digitize the Guinean civil registry will affect (initially) the five communes of Conakry, Kassa, Kindia, Mamou and the Guinean consulates in France and Belgium, a journalist told Guineematin.com had sent to this meeting which mobilized executives of the MATD, technical and financial partners and several journalists from different media of the country.

The African Day of Civil Status is an opportunity for the countries of the continent to review what they are doing in terms of effective strategies to accelerate the improvement and transformation of civil status systems.

The Republic of Guinea has put in place an application to give citizens a reliable identity and to obtain credible statistics from which planning for sustainable development can be done.

"We are even in the process, if all goes well, of creating a file. We are even looking forward, if all goes well, to having a file," he said.We are sure that in the end we will have something that will not be so easy to falsify, because you see that internationally the credibility of our documents is no longer there. Many documents are returned to us for verification at the civil status level because people simply do not trust them. And it is true that it has also been proven that there are many false documents. To avoid all these problems, we are in the process of digitizing this document. In addition to the fact that the registration of civil status is an essential act for the survival of a nation," said Moustapha Kobélé Keïta, Secretary General of the Ministry of Territorial Administration and Decentralization.

Five municipalities of Conakry, Kassa, Kindia, Mamou and the Guinean consulates in France and Belgium will be affected by this pilot project of digitization of the Guinean civil status financed by the European Union with technical support from Enabel.

Alpha Kabinet Conde, an expert in digitization who works on the project, believes that this first module will allow the securing of old birth certificates.

"This first module, which we call the migration application for old birth certificates, is intended to secure old certificates. Today, we know that the State has experienced a lot of damage to the archives, especially at the level of civil status. So, this first module will allow us to digitize and save in a database all the old records. Then, there is another operation which accompanies this digitization which will consist in making an indexation of the data. So, this indexation will be used to be able to digitize extracts on the basis of these old acts. Beyond all that, following this operation, we have a first database of all the Guineans who already have their acts in hand. Later, we will be able to interface with other systems that require the use of civil status documents such as birth certificates. So, instead of having to take physical documents and re-enter the data, they will be able to connect directly to this system and easily obtain the information instead of having their databases on the side. All Guinean systems will be able to connect to this single database," said Apha Kabinet Conde.

And, to minimize the risk of errors, three agents can be put to work. "Once the metadata is entered, also at this level to minimize the risk of errors, there are three people who come into play: so, there is a first agent who makes the first seizure, which can not make the second seizure because when we did the first seizure we can not make the second. Therefore, there is another agent who is obliged to make the seizure and this other agent also cannot make the third action which is not obligatory, i.e. the verification. If there is a discrepancy between the two seizures, there is a third person who comes into play to be able to decide always on the basis of information that is on the axis, "said the expert in digitization, which ensures that all measures are taken to secure the data that will be collected.
