Burkina Faso: The sectoral framework for dialogue on local and administrative governance takes stock of its activities
The 2021 annual review and 2022 mid-term review of the sectoral dialogue framework "Administrative and local governance" was held on July 29, 2022 in Ouagadougou. It brought together representatives of ministries and institutions, local authorities, technical and financial partners, civil society, social partners and the private sector.
Validating the draft performance report for the year 2021 and the mid-term report for 2022 as well as the draft sectoral action plan for the transition of the sectoral framework for dialogue on "local and administrative governance" was the overall objective of this annual and mid-term review. It is a review that will therefore examine the performance reports for the year 2021 and for the first half of 2022 of the sectoral framework for dialogue on administrative and local governance.
According to the Permanent Secretary of the Modernization of Administration and Good Governance, Etienne Kaboré, the activities took place in a difficult context marked by the double security and health crisis. But despite these difficulties, a number of achievements have been made.
"In terms of local governance, we were able to hold the seventh session of the national conference on decentralization, which focused on the issue of financing local authorities. We were also able to strengthen the financing of private media to the tune of 400 million CFA francs. In terms of administrative governance, we have worked to improve citizens' access to public services, mainly through the dematerialization and simplification of administrative procedures. In terms of communication, we have also been able to adopt the national strategy of government communication in times of crisis," he said.
In addition to these achievements, there is also the implementation of national reconciliation and social cohesion actions; the improvement of public service delivery; the strengthening of actions to promote good governance.
We also note the modernization of the organization of competitive examinations and the suspension of recruitment on the basis of new measures; the adoption of the government's crisis communication strategy document as well as the strengthening of Burkina Faso's image within the international community and the mobilization of the skills of the diaspora for the benefit of Burkina Faso.
Although progress has been made, there are still difficulties. "Among these difficulties, as far as local governance is concerned, we must work to make local services functional because with the security crisis, there are a certain number of town halls that no longer function. We must also work to strengthen accountability at the local level.
On the administrative side, we will work to strengthen the proximity of services to users. We will also work to strengthen governance at the administrative level in the various ministries," explained the Permanent Secretary for the Modernization of Administration and Good Governance, Etienne Kaboré.
The technical and financial partners have also issued some recommendations to strengthen development actions.
They encourage the government in terms of administrative governance. They also encourage it to strengthen measures of good administrative governance through the fight against corruption and the rational management of state resources, and to improve the human capacities of local authorities.
In the area of local governance, their recommendations focus on strengthening the coordination and steering of decentralization by facilitating the holding of consultation and political dialogue forums and the adoption of a financial programming law for local authorities.
