Budgetary and accounting management in Burkina Faso: The innovations of the new legal, financial and accounting framework explained to the actors of the EPEs and the Public Treasury

The General Directorate of the Treasury and Public Accounting organizes this Monday, January 10, 2022, a training session for its agents. The aim is to strengthen their capacities on the innovations of the legal, financial and accounting framework of the State's public establishments (EPE). 484 agents, composed of agents of the EPE and executives of the General Directorate of Treasury and Public Accounting, are concerned by this session.

As part of the harmonization of financial management in the member states of the West African Economic and Monetary Union (WAEMU), Burkina Faso has implemented the new directives of the Union, the new harmonized framework of public finance. This training session today, aims to allow actors of public establishments of the State (EPE) to soak up the innovations that includes the new legal, financial and accounting framework.

According to Jean Noël Sawadogo, Director of Studies and Financial Legislation at the General Directorate of the Treasury and Accounting, these directives take into account international standards and best practices in public finance management. They are part of a process of rigorous, efficient and transparent management of public finances.

These innovations are mainly at three levels. There is the elimination of the intervention of the financial controller in the execution of expenditures for greater speed, and the elimination of redundant controls. This will allow each actor to focus on the aspects that engage his responsibility. He also mentioned the implementation of material accounting at the level of the EPE.

According to the Secretary General of the Ministry in charge of the economy, Abel Seglaro Somé, these innovations have a significant impact on current budgetary and accounting procedures at the level of the EPEs. According to him, six main themes will be developed. These are the presentation of the legal framework of public finance; innovations contained in the financial regimes, the budget nomenclature and the accounting plan of the EPEs; the presentation of the changes made in the nomenclature of the partsThe presentation of the changes in the nomenclature of vouchers for the revenues and expenditures of the EPEs; the presentation of the changes in the accounting instruction of the EPEs; the production of the financial statements and the presentation of the internal control and accounting guide of the EPEs.
