The launching ceremony of the academic year 2021/2022 was marked by the installation of a joint commission between the University M'Hamed Bougara and the wilaya of Boumerdès on "good governance of local communities and the creation with development of resources."

In his inaugural address, the wali who made this announcement said that "the commission must find an approach that reconciles academic theory and practical reality of the administration and local elected officials in the face of the need to ensure comprehensive development, and this, in partnership with the private sector. The objective is to improve services and the establishment of a dynamic of sustainable development as well as participation in the making of decisions according to a policy of openness underpinned by a rational exploitation of human resources and skills. It should be recalled that the Ministry of the Interior had, in the past, initiated a policy of training local elected officials in management techniques and in the various procedures and laws governing administrative activities and transactions according to the market code. However, this policy was limited to post-election situations. The new approach of directly involving the university in a training more spread out in time and in continuous form can create these famous bridges called for by several specialists and politicians.
