France/Loctudy. The local plan of urbanism on the menu of the council

The revision project of the PLU was stopped by deliberation of the municipal council in February 2020. The postponement of the decision on the simplified modification of the Territorial Coherence Scheme (SCOT), initially planned for the first half of 2020, to 23 February 2021, as well as the request of the State services and the Intercommunity Syndicate of Local Authorities (Syndicat Intercommunale de la Ville de Paris) for a revision of the PLU.State and the Syndicat Intercommunautaire Ouest Cornouaille Aménagement (SIOCA) to re-establish the sectors of commercial centrality, have obliged the commune to stop the PLU project again.

It was proposed to the elected officials of the municipal council, Friday evening, to draw the balance sheet of the consultation and to stop the new PLU. "The Dourdy froze the implementation of a comprehensive project," said Christine Zamuner, mayor.
With the help of Philippe Baffert, legal advisor in urban planning, the municipality has put a project easement on the Dourdy, which has been kept in an urban zone. The planning and sustainable development project is based on three axes: economic development with a new lease of life for the local economy, urban planning, protection of natural, agricultural and forest areas, preservation or restoration of ecological continuity.
The Dourdy has been classified as an economic village. The mayor recalls the existence of two shellfish farming areas, one on land and one innovation: all the areas at sea which correspond to the licences given by the Maritime Affairs. She also recalls the construction in the city center with a potential of about 230 homes that will be realized over the duration of the PLU. "This PLU is the future vision of Loctudy. Each district has been thoroughly examined," says Christine Zamuner . She also announced that the Établissement public foncier has been contacted for the former Saint-Tudy school "which is deteriorating and for which we have initiated a procedure against the owner who does not want to sell".
A sector allowing the installation of a photovoltaic plant has also been defined. The mayor also recalls that Loctudy has lost 80 hectares of building land between the old POS (land use plan) and the new PLU. A public inquiry will take place from 20 September to 22 October 2021. The approval of the PLU will be voted on at the municipal council in November 2021 "so that the inter-communal PLU can be put in place on 1 January 2022", Christine Zamuner hopes. The PLU was voted on, with two votes against, who made their remarks during the council meeting.
