France/First meeting of the Local Committee for Territorial Cohesion of the Doubs (CLCT) to review the progress of ongoing programmes

The National Agency for Territorial Cohesion (ANCT), supported by the Ministry of Territorial Cohesion and Relations with Territorial Communities, was created in 2020 to meet the engineering support needs of local authorities. The governance of the agency at the departmental level is organised around the local committee for territorial cohesion, which ensures that elected officials and local partners are well informed about the agency's activities.

This committee brings together representatives of the State and its member public establishments, local authorities and institutions, structures or operators involved in the field of engineering. It guides the agency's work in the department. Joël Mathurin, Prefect of the Doubs, held a videoconference meeting of this CLCT on Thursday 8 April 2021 in the presence of Mr Yves Le Breton, Director General of the ANCT. The various exchanges made it possible to establish the priorities and the 2021 roadmap of the local delegation by identifying 6 issues for the Doubs department: strengthening the centrality roles of the communes; access to public services, particularly through the development of France Services; adapting to climate change in our territories; adapting mobility to the challenges of the ecological transition; water management to meet both quantitative and qualitative challenges; the land issue with the trajectory to be built towards the objective of zero net artificialization.

As of now, the ANCT in the Doubs is supporting, in particular, the projects of 14 towns with less than 20,000 inhabitants that have won the "Small towns of tomorrow" programme and the development of 15 contracts for recovery and ecological transition led by communities of communes. The "Bridges" programme, implemented by the CEREMA, an ANCT partner, will also make it possible to establish, free of charge and after diagnosis by an engineering office, a health report on the bridges of 491 communes in the department.

The local delegation of the ANCT is fully mobilised in the Doubs around the Prefect, territorial delegate, and his 2 deputies, the departmental director of territories and the director of policy coordination and territorial support services of the prefecture. Without replacing the missions and interventions of each, it federates and relies on the skills of all the actors in project engineering and financial engineering in the department. Requests to the ANCT can already be made by letter to the Prefect or to the dedicated email address.
