Togo: advances in the digitization of public services!

In 2024, Togo incorporated a number of updates into its efforts to digitalize public services. These reforms, driven by the ambition to improve the business climate, have the notable effect of simplifying administrative procedures for citizens and businesses alike.

According to a memo from the Secrétariat Permanent pour le suivi des Politiques de Réformes et des Programmes Financiers, these include the interoperability of administrative platforms such as the Direction Générale de la Documentation Nationale (DGDN), the Centre de Formalités des Entreprises (CFE) and the Registre du Commerce et du Crédit Mobilier (RCCM), speeding up operations and reducing delays for businesses.

At the same time, the process of obtaining land titles has been completely dematerialized via a dedicated online portal, simplifying cadastral formalities.

In terms of commercial justice, the Arbitration Court of Togo (CATO) has integrated the possibility of filing and consulting documents online, while holding hearings by videoconference.

The relevant authorities have also set up a Unique Parcel Identifier and a database of companies' beneficial owners, to reinforce transparency and ensure that the company's assets are properly identified.and a database of companies' beneficial owners, to enhance the transparency and security of information, while continuing the dematerialization efforts undertaken in recent years.

Other institutions, notably ARCEP, have continued their digitalization efforts by equipping themselves with a new E-services platform. This platform enables digital players to carry out operations such as declaring value-added services (VAS), making requests for services and providing information.e (VAS), installer approval requests, equipment homologation and numbering resource allocation requests.

Last June, Togo had already signed a cooperation agreement with Kazakhstan, through their respective agencies, Agence Togo Digital (ATD) and National Information Technologies (NITEC), to strengthen their cooperation in the digitalization of public services.
