Vietnam/ Government publishes national strategy to combat waste
The government has promulgated the "National Strategy to Prevent and Combat Waste until 2035" to mobilize resources and stimulate economic growth, according to Decision No. 806/QD-TTg of April 22, 2025 signed by permanent Deputy Prime Minister Nguyên Hoà Binh.
The national strategy aims to prevent and repel waste, to contribute to the efficient management and use of the country's resources, to mobilize the strength of the people and to bring the country into a new era of growth, development, wealth and prosperity; maintain political stability and socio-economic development.
The specific objectives are to overcome the limitations and shortcomings of policies and laws; to strengthen law enforcement in socio-economic areas, particularly those prone to waste; to reduce administrative procedures and compliance costs; and to improve the quality of life of the population.administrative procedures and compliance costs for individuals and businesses, with the aim of making Vietnam one of the top 50 countries in the world and the top three in ASEAN in terms of e-government and the digital economy by 2030.
Prevention, monitoring, inspection, control and detection measures will be stepped up to deter wasteful behavior. Problems and incidents that cause significant waste and public frustration, and which have a strong influence, are to be resolved.
Eight groups of tasks and solutions
More specifically, the national strategy identifies eight groups of tasks and solutions for gap prevention and control, including perfecting policies and laws in the fields of socio-economic management and gap prevention and control.conomic management and the prevention and control of waste; building and streamlining the apparatus and developing a contingent of effective and efficient managers and civil servants; manage and make efficient use of resources, both human and material, and enhance sustainability; improve energy efficiency; promote administrative reform, with a focus on reducing administrative procedures and compliance costs for individuals and businesses.
It also involves resolving persistent problems relating to major national projects, key projects, low-return projects, delays, persistent causes of significant loss and waste; the weakness of commercial banks; strengthening inspection, monitoring, auditing, investigathe role and responsibility of the Fatherland Front, organizations and the people in preventing and controlling waste; and strengthen the capacity of cadres and civil servants to carry out waste prevention and control activities.
On March 17, 2024, Prime Minister Pham Minh Chinh signed Directive No. 08/CT-TTg emphasizing the importance of waste prevention and control. In December 2024, the government also set up the Steering Committee for Waste Prevention and Control.
This body is responsible for assisting the Prime Minister in finding and formulating solutions to important, cross-sectoral issues, in order to promote the implementation of the National Strategy for the Prevention and Control of Waste, and the Government's Comprehensive Program on the Practice of Savings and the Control of Waste.
