A reciprocity contract was signed today between the city of Lyon and the commune of Thurins, with the aim of strengthening the links and dynamics between rural and urban areas.

On Thursday June 27, Lyon mayor Grégory Doucet and Thurins mayor Claude Claron signed a "Town-Country" reciprocity contract, focusing on key areas such as food and agriculture, youth and education. The aim of these actions is to "strengthen the links and dynamics between rural and urban areas ".

"Complementarity of territories

In a press release, the City of Lyon states that "this 'City-Countryside' contract model aims to revitalize the link between large cities and rural communities, based on the complementarity of the territories". The city explains that "several opportunities for cooperation have been identified around converging interests, structured around 3 concrete areas of action: children and young people, food and agriculture, and the sharing of best practices".

There are many interdependencies between the two areas, and with over 60 farmers on its territory, the commune of Thurins represents "the highest concentration of producers in the Rhône". Some twenty of them are now present on Lyon's markets and "contribute on a daily basis to the food resilience of the city's inhabitants ".

Different objectives and intentions

Both regions have clear objectives and intentions: for the City of Lyon, the three main points are "to bear witness to the interdependencies that exist between the City of Lyon and the surrounding communes, to share concerns and find solutions together, and to propose concrete actions useful to both communities, and to their citizens on the basis of the complementarities between the territories" .

For its part, the commune of Thurins also has a number of key priorities, namely "to launch a formalized and renewable process of collaboration between town and country, and to participate in the balancing of territorial dialogue between urban and rural areas. and rural areas, and to translate this into concrete actions, and finally to establish respectful, reciprocal relations that are beneficial to both areas".

A "necessary" link

Grégory Doucet, Mayor of Lyon, asserts that "it is our responsibility as elected representatives to seek shared solutions to improve the lives of our fellow citizens".He adds that "this contract proposes the first concrete actions, useful to both communities and their citizens, based on the complementarities between our two communes". Claude Claron, mayor of Thurins, believes that "the signing of this contract enables us to recreate a necessary link between urban and rural areas, which has withered over time", he concludes: "This contract is a first step towards recreating this distended link, and rebuilding mutually beneficial relations".

The reciprocity contract between the City of Lyon and the commune of Thurins has been signed for a period of 2 years, from June 2024 to June 2026. During this period, the two municipalities undertake to maintain and develop this partnership. This contract will continue to evolve as the collaboration progresses, in order to best meet current expectations and challenges.
