France/Recall: 2024 Official Development Assistance declaration campaign for French local authorities (2023 amounts)

The Official Development Assistance (ODA) declaration campaign (for 2023 amounts) is open on cncd.fr until May 31, 2024. This collection is carried out by the National Commission for Decentralized Cooperation (CNCD), with the support of the Delegation for Local Authorities and Civil Society (DCTCIV).

Who is concerned?

  • This procedure is based on article L. 1115-6 of the French General Code for Local Authorities, and concerns all local authorities and their groupings that have made payments in 2023 to ODA countries (including in the form of aid to refugees).
  • It is also a prerequisite for obtaining co-financing from the DCTCIV.

What must be declared?

CTFs must declare all payments from their own funds for :

  • their decentralized cooperation projects and other actions with developing countries;
  • support associations or NGOs (French or foreign) for development projects;
  • raise awareness of development issues, help refugees and support the reception of foreign students (from ODA-eligible countries);
  • service and follow-up costs for these initiatives;
  • contributions to the funds or programs of multilateral international organizations.

Why is it important?

Declaring your ODA enables you to make your development aid efforts visible to international bodies. The results are taken into account by the OECD in its analysis reports on development cooperation, and by the DCTCIV in its annual report on local authorities' ODA.
