The Project for the Creation of Inclusive and Climate-Resilient Economic Activities (Proclimat), which has been up and running in Congo for several months now, was officially launched on June 16 in Brazzaville by the Minister of the Economy, Planning and Regional Integration, Ludovic Ngatsé, in the presence of World Bank representative Clarence Tsimpo Nkengne.

The project is being implemented by the Congolese government, with financial support from the World Bank. It came into effect in October 2023 and will run until March 2028. Its aim is to reduce food insecurity and increase the use of resilient economic activities implemented by communities in targeted areas.

Proclimat aims to strengthen the resilience of agricultural and forestry systems in the face of climate shocks, promote sustainable practices through the training of service providers in setting up business plans with the support of the United Nations.support from the Food and Agriculture Organization of the United Nations, and to improve environmental governance by supporting national institutions in the implementation of ambitious climate policies.

The project launch ceremony was marked by a film presentation of its six components by Proclimat coordinator Maixent Sosthène Mayoukou. These components include institutional capacity-building and the promotion of social cohesion, the strengthening of investment in sustainable and resiliente agriculture and capital management, conditional emergency response and meeting immediate food and nutrition security needs.

The coordinator recalled the project's preliminary activities, notably the distribution of school kits in the Likouala department, nutritional care actions in the Pool department, consultation workshops with stakeholders and the launch of landscape diagnostics for integrated territorial planning.

The World Bank representative in Congo pointed out that the project is being implemented by the government with financial support from his institution to the tune of $132 million, representing 15% of the World Bank's portfolio in Congo. Nearly 72% of the funding remains to be disbursed, with a current disbursement rate of 8%, due to delays in launching the necessary contract studies. On the same occasion, he conveyed three messages for the launch of this project: the urgency of climate change, the vulnerability of the Congo to climate change with significant socio-economic impacts, and the improvement of food security in the Congo.

For his part, Minister Ludovic Ngatsé, shortly before the launch of the project, stressed the importance of putting in place support solutions to help people cope with the effects of climate change. According to Ludovic Ngatsé, the project launch ceremony rewards the efforts and galvanizes the future actions of the stakeholders. The time, he said, is no longer for speeches, but for action, as the launch of this project is subject to rigorous, transparent, participative and evaluated implementation, in order to realize that the funding has been put to good use for the needs of the community.
