Cities with populations of 50,000 or more are legally required to have between 10 and 16 electoral districts. In 2008, the City of Shawinigan asked Quebec City for an exemption to reduce the number of elected officials. The administration argued that the population was just over the 50,000 limit. Now that the population has stabilized, this exemption is no longer necessary.
