Djibouti: a new roadmap on decentralization for the period 2021-2024

Djibouti has just adopted a new political roadmap for decentralization, which will cover the period 2021-2024, it was learned Saturday from the Secretariat of State for Decentralization (SED).

Carried out with the support of the European Union and France, this new roadmap is in line with the recommendations defined by the "Djibouti 2035" vision and those of the National Development Programme (PND) 2020-2024, announced the SED on its website.

"This new roadmap will serve to promote the emergence of local authorities as complementary and dynamic actors in the development of territories, and this to the benefit of the people of Djibouti.This new roadmap will serve to promote the emergence of communities as complementary and dynamic actors in the development of territories, and this to the detriment of our populations," said the Djiboutian Secretary of State for Decentralization, Hamadou Mohamed Aramis, quoted by the same source.

Mr. Aramis also said that this document was designed to be a real steering tool capable of giving a new decisive impetus to the decentralization process in his country.

Ten years after its advent in Djibouti, decentralization had gained real momentum in the country in 2016 with the creation of a Ministry of Decentralization to provide the means to implement good practices of decentralization at an efficient pace.

Following the transfer of certain powers to the regions, the government took decentralization policy a step further with the 2017 Finance Act, which transfers property tax on built and undeveloped property to local authorities.
