Morocco/Fez: The Local Council approves a series of draft agreements
The Council of the Municipality of Fez, meeting in extraordinary session on Monday, approved several draft agreements and strategic documents of a socio-economic and territorial nature.
These include the adoption of the development plan for the Agdal district, a fundamental urban planning document for territorial planning and local development. The result of a participatory approach involving elected representatives, local authorities and external services, this plan aims to meet the needs of urban growth, encourage investment and improve the living environment in the city of Fez.
In a statement to MAP, Council Chairman Abdeslam El Bekkali stressed that the adoption of this strategic document marks a decisive step towards upgrading the urban planning of this area, enabling better organization of space, supporting local development and promoting investment.
Mr. El Bekkali also pointed out that the approved development plan will now be forwarded to the relevant commissions before being published in the Bulletin Officiel, giving rise to its official entry into force and concrete application on the ground.
The Council also approved the acquisition of the "Izdihar 29" property, located on the border between Fès, Ras El Ma and Sidi Harazem, with a view to creating a reception and maintenance center for urban transport buses. This project is part of a proactive policy to reinforce mobility infrastructures and improve public service.
Another important decision concerned the cancellation of budgetary appropriations for the second tranche of 2025 and their reprogramming in favor of the Fès Aménagement company, in order to guarantee the effective completion of structuring projects in the municipality.
In the same context, the members of the Council approved a protocol to support the Commune of Fès within the framework of the Programme d'Amélioration de la Performance des Communes (PAPC). This protocol provides for specific technical assistance for large cities, notably in budget monitoring, mobilization of own resources, human resources management and citizen satisfaction.
The Council also approved a partnership agreement with the local Council of Oulémas, aimed at promoting cultural, religious and scientific activities in the city, through the organization of conferences, training courses and awareness-raising events.
On the social front, members approved a partnership agreement with the Regional Youth Sector Management for the completion of the children's educatif pour l'enfance à Zouagha, a project included in the program contract between the State and the Fès-Meknès Region.
In terms of support for associations, the Council also approved the distribution of subsidies and financial aid to sports and social associations active in the municipality.
In addition, the Council adopted an amendment to the agreement relating to the Fès Shore employment bonus, designed to enhance the attractiveness of the zone and support businesses through targeted assistance from the Regional Investment Center.
Finally, the elected representatives approved a draft partnership agreement with the Direction Générale des Collectivités Territoriales (DGCT), in the field of training and capacity building, notably in connection with the organization of professional competitive examinations for municipal civil servants.
