French Guiana

In 2024, Banque des Territoires injected 210 million euros into structuring projects in the Antilles-Guyane, through loans; investments up 33%. Social housing, ecological transition and tourism revival are among the top priorities of this so-called "transition year".

In 2024, Banque des Territoires, a subsidiary of Caisse des Dépôts, strengthened its commitment in the French West Indies and Guyana, with a good track record. While loan applications have been on the increase, last year it financed 210 million euros worth of projects in the form of loans and investments, mainly for social housing and the ecological transition.

In the Guadeloupe archipelago, the Conservatoire national des arts et métiers (CNAM) Guadeloupe, the Etablissement Public Foncier "Terre Caraïbes" and the Conservatoire du littoral all received funding.

Strong growth in investments

Last year, Banque des Territoires worked against a backdrop of crisis, mobilizing all its resources in favor of greener, more socially responsible territories.

With a 33% increase in financing from Livret A passbook savings accounts, the public institution provided 210 million euros of support for projects, mainly in the fields of social housing, ecological transition, energy renovation and the digitization of public services.
The momentum is being driven by Livret A interest rates maintained at an attractive level (3%) and a determination to support the French overseas territories, in an economic context that remains constrained.

Loïc Rolland, Banque des Territoires' Regional Director for the French West Indies and Guyana, sees 2024 as a year of transition. His aim has been to encourage investment in the construction and renovation of social housing.
The bank's achievements include the construction of 1,439 social housing units and the renovation of 198 units, for a total of 162 million euros in new loans.

Focus on Guadeloupe: ecology, sustainable cities and vocational training

In Guadeloupe, several emblematic projects have seen the light of day thanks to the support of Banque des Territoires. The Conservatoire du Littoral was able to launch a pollution diagnosis in the Jarry mangrove, co-financed to the tune of 80,000 euros.
In Les Abymes, actions to combat heat islands were carried out as part of the Action Cœur de Ville program.
The tourism sector also benefited from support: a 6 million euro tourism stimulus loan was granted to SAS Foncière du Helleux, for the acquisition and renovation of the "Pierre & Vacances" hotel (commune of Sainte-Anne).
Last but not least, Banque des Territoires also provided financial support for the "Travay pou démèn BTP" training project run by CNAM Guadeloupe, confirming its position as a key player in the field of inclusion.
