End of the state of health emergency: What changes in Reunion from Monday

Meeting

For 9 consecutive weeks, the indicators have confirmed a clear improvement in the health situation with an incidence rate now set below the 30/100,000 population threshold for several days now.

It is in this favourable context that the decree n° 2021-1328 of October 13, 2021 put an early end to the State of Health Emergency in Reunion Island as of October 15, 2021.

The Prefect of Reunion Island, in collaboration with the Regional Health Agency and in consultation with elected officials and local stakeholders, has therefore decided to continue to lift restrictive measures such as the obligation to wear a mask outdoors on public roads.

Although the end of the state of emergency allows certain restrictions to continue to be lifted, it does not mean that the COVID-19 epidemic is no longer present in the country. The virus is still circulating and the application of barrier measures such as vaccination remain the most effective means of combating any outbreak.

The collective effort of commitment to the vaccination scheme must therefore be maintained in order to continue to save lives, protect the most vulnerable, preserve caregivers and the healthcare system, and support the local economy.

What changes from October 18 at 0:00

End of the absolute obligation to wear a mask outdoors on the public highway

The systematic obligation to wear a mask on the public highway is lifted, except
- at public events where the density of people does not allow the recommended physical distance of 2 metres between people: fair markets, flea markets, garage sales, funfairs, festive or entertainment events on the public highway...
- in particular areas with in particular areas of a municipality where there are many people, which will be defined by the mayor in conjunction with the prefect according to the evolution of the epidemic situation in the municipality in question.

In these particular situations, it is still compulsory to wear a mask outdoors on the public highway.

Evolution of capacity in clubs and discotheques.

Clubs and discotheques will be able to welcome the public within the limit of a capacity evolving from 50% to 75% of the maximum capacity. The wearing of masks is maintained indoors and outdoors.
As a reminder, dancing in all establishments open to the public is subject to a health pass and to the obligation to wear a mask.

End of free tests
As of October 15, RT-PCR tests and antigenic tests will no longer be systematically paid for, as has been the case since the beginning of the health crisis. Only tests carried out for screening purposes will henceforth be reimbursed by the Health Insurance in order to maintain a reliable system for monitoring the epidemic, to ensure rapid detection and management of cases and to detect new variants.

Thus, in order to maintain easy access to screening for symptomatic people or those in contact with people at risk, they will continue to be covered:

  • People with a complete vaccination schedule or a contraindication to vaccination;
  • Minors ;
  • Persons identified in the context of contact-tracing carried out by the Health Insurance and the ARS La Réunion
  • Persons concerned by collective screening campaigns organised by the ARS La Réunion or the national education system in schools
  • Persons with a medical prescription;
  • Persons with a certificate of recovery less than six months old.

A fee will be charged for tests carried out in order to obtain a health pass.

Health recommendations

The prefecture and the ARS remind all the people of Reunion of the need to :

  • respect the barrier gestures
  • go for screening at the slightest symptom;
  • Respect the strict isolation prescribed to avoid the spread of the virus and its variants:
    • at least 10 days when contaminated by Covid-19,
    • at least 7 days if you are a contact case.
  • Do not delay vaccination or wait 2 months if you have been infected:
    • 2 doses for the Pfizer vaccine (or 3 for some people on the advice of their doctor)
    • and only one dose for the Janssen vaccine.

Respect the injection delay of the 2nd dose of the Pfizer vaccine of 3weeks from the 1st injection.

Individuals are encouraged to receive a booster dose to reactivate their immunity and maintain a good level of protection:
- people over 65 years of age,
- people with co-morbidities at risk of severe forms,
- severely immunocompromised people.
- people who have been vaccinated with the Janssen
Since last week, the following are also concerned by the booster dose:
- caregivers
Given the increased risk of exposure and infection with Covid-19, the HAS recommends the administration of a booster dose to professionals in the health and medico-social sector, in contact with patients and among health transport professionals.
- the entourage of immunocompromised persons
To reinforce the protection of the most vulnerable persons against Covid-19, the HAS reTo reinforce the protection of the most vulnerable to Covid-19, the HAS reaffirms the so-called "cocooning" strategy, by recommending a booster dose in adults aged over 18 years, in the entourage of immunocompromised persons.
These people are invited to go to a vaccination centre or to their doctor, pharmacist or nurse:

  • 6 months after the last Pfizer vaccine injection,
  • 4 weeks after the single injection of the Janssen vaccine,
  • between 3 and 6 months after the last injection of the Pfizer vaccine for severely immunocompromised people, on medical advice.
