Twenty-one years after the establishment of a framework for consultation between employers and trade unions to resolve their differences, the two parties have just agreed at the headquarters of the Inter-Patronal Group of Cameroon (Gicam). Trade unions such as Cgtc, Csac, Ugtc and employers Gicam and Ecam signed this July 12, 2021 the National Charter of bipartite social dialogue for the protection of employment.

A result welcomed by the employers. "It's curious to see management and labour signing an agreement, because we certainly have "divergent" interests, so we would ask ourselves why they are agreeing? Against whom? We have the answer, the common interest is employment," said Celestin Tawamba.

The President of the Inter-Patronal Group of Cameroon (GICAM) will then explain that the challenges of the rapid transformation of our economy, the challenges of the even weaker place of human resources in the capital of companies, challenges integrated with the arrival of the Covid-19 in our country, are the main reasons for the decline of the economy. He went on to explain that the challenges of the rapid transformation of our economy, the challenges of the even smaller role of human resources in the capital of companies, the challenges integrated with the arrival of Covid-19 in our ability to invent and deploy ourselves with certainty, "justify the interest in codifying together the framework that allows us to work in compliance with a certain number of rules, hence this charter".

"This is a great day for the world of work in general and the social partners in particular," said Isaac Bissala. The president of the General Union of Workers of Cameroon (Ugtc) and spokesman for trade unions is satisfied with this first in Cameroon. The National Charter of Bipartite Social Dialogue consists of several levels. These are the National Joint Commission whose mission is to deal with social issues relating to the professional sector, the Works Council which is a joint body composed of representatives of the unions and the employer. The works council is a joint body made up of half the representatives of the trade union movements and the other half the representatives appointed by the employer. Composed of 10 representatives of employers and 10 representatives of labour organizations, the board of the Joint Committee is elected for three years.

Its chairmanship and vice-chairmanship rotate and the Commission meets twice a year in ordinary session and has a permanent secretariat. Financial resources come from employers' and workers' organizations, donations and support from technical and financial partners. The National Charter for Bipartite Social Dialogue is responsible for ensuring social security, hygiene, health and safety at work, and the governance of social security. The National Charter of Bipartite Social Dialogue has the mission to ensure social security, hygiene, health and safety at work, governance of social welfare in accordance with CIPRESS standards, the fight against coronavirus, HIV AIDS, malaria, tuberculosis and any other pandemic in the workplace.
